Paper and packaging printing industry will bid farewell to the era of low environmental costs

[China Packaging Network News] In 2016, the Central Environmental Protection Inspector Group recently released a transcript. In the environmental turmoil that made the paper and packaging printing industry chilling last year, the Environmental Protection Inspector Group conducted inspections in 16 provinces to accept reports from the masses. More than 33,000 pieces were filed, more than 8,500 cases were imposed, and the fine was 440 million yuan. More than 800 cases were investigated and 720 people were detained, 6,307 people were interviewed, and 6,454 were accountable.

In 2017, the blue sky defense war and the water environment governance are superimposed and layered. The Ministry of Environmental Protection not only implemented the punishment measures for polluting enterprises, but also introduced the implementation rules for the investigation of the responsibility for environmental and environmental damages of party and government leading cadres. This two-pronged punishment measures greatly strengthened the implementation of environmental protection and also contributed to China's paper and packaging printing industry. Brought huge cost pressures.

Upgrade again: 2017 battle against blue sky

From 2014, it proposed “declaring war on pollution”, and in 2015, “doing a good fight against energy conservation and environmental protection,” and then “resolutely fighting the blue sky to defend the war”. In recent years, the “Government Work Report” The expression of pollution control highlights the determination and strength of the central government.

At the two sessions this year, the Minister of Environmental Protection Chen Jining announced that the remaining 2017 will include Hunan, Anhui, Xinjiang, Tibet, Guizhou, Sichuan, Shanxi, Shandong, Tianjin, Hainan, Liaoning, Jilin, Zhejiang, Shanghai, Fujian, etc. The provinces conduct environmental protection inspections. In April, they will be stationed in Hunan and Anhui for 3 months, and the inspectors will sink to about 3 prefecture-level cities.

In the "Government Work Report" of the two sessions, it is proposed that in 2010, sulfur dioxide and nitrogen oxides will fall by 3% respectively, and the concentration of fine particles in key areas will decrease significantly. To this end, the Ministry of Environmental Protection has introduced some important measures for industrial enterprises. It mainly includes electricity-based coal replacement and gas-fired coal transformation to complete more than 3 million households, all of which have eliminated coal-fired small boilers at prefecture-level cities and above, and monitored all key industrial pollution sources online 24 hours a day, clarifying that the final standards of emission non-compliance enterprises are met, and the maturity is not met. Those who meet the standards are shut down according to law.

Layer plus code: water environment governance directly refers to the paper industry

Recently, the Ministry of Environmental Protection announced that the next step of water environmental protection work will be revised with the "Water Pollution Prevention and Control Law" as an opportunity to improve the standard and standard system. Before the end of 2017, the sewage discharge licenses for papermaking, printing and dyeing industries will be issued, and the national sewage permit management information platform will be built.

In addition, in optimizing the industrial layout along the Yangtze River Economic Belt, new heavy chemical parks will be strictly prohibited within 1 km of its main stream and main tributary coastline, and new petrochemical and coal chemical projects will be strictly controlled in the middle and upper reaches of the coastal areas.

The Ministry of Environmental Protection also said that before June 30 this year, the application and issuance of pollutant discharge permits for thermal power and paper industry enterprises will be completed, and environmental supervision and enforcement will be carried out according to the certificate. Before the end of 2017, the emission permits for key industries and overcapacity industries in the “Atmosphere Ten” and “Water Ten” will be completed. Promote the pilot of the Beijing-Tianjin-Hebei elevated source of emissions trading.

Punishment measures are two-pronged, penalty or aggravated

In order to ensure the effective implementation of the environmental protection law, under the influence of the central inspection effect, 21 provinces across the country have issued documents on the division of responsibilities for environmental protection. 24 provinces have introduced provincial environmental protection supervision programs. The 24 provinces have issued detailed rules for the investigation of the responsibility for environmental and environmental damages of party and government leading cadres, and the remaining provinces are also formulating and soliciting opinions. The promulgation of these documents has consolidated the environmental responsibility of local governments at all levels, and a large pattern of environmental supervision at the central and provincial levels has taken shape.

In the past year, the environmental protection issues such as the new environmental protection law and the water ten have become hot spots in the circle of friends. During the two sessions, there was also a representative of Zhu Liyu: It is recommended that environmental crimes be punishable by death. The "Environmental Protection Supervision Regulations" may be introduced, and the cost of environmental violations is painful!

Chen Jining, Minister of the Ministry of Environmental Protection, also proposed to establish a long-term mechanism to improve the supervision work, raise it to the legal level, and institutionalize it. "Currently, the Central Environmental Protection Inspector is a reform program. Under the leadership of the State Council Environmental Protection Supervision Leading Group, we are studying whether to form an Environmental Protection Supervision Regulations."

All indications are that companies that fail to meet environmental standards will lose the sanctuary of local governments. The corporate legal person who illegally discharges the pollution, the severity of the punishment may be magnified to the point where it is impossible to add. In the past, a fine has been imposed, and now it may face extremely severe penalties.

Obviously, the environmental protection plus code poses huge cost pressure on the current difficult paper and packaging printing industry. The low-cost operation in the past with low environmental protection costs will no longer exist! People in this industry should refresh their own cost concept.
